As Chief Executive Officer of the Saskatchewan Science Centre Stephen was responsible for a staff of 50 and the smooth operation of the facility, including all administrative and operational concerns. In his tenure as Executive Director, Stephen managed the construction of the $4.2M Kramer IMAX Theatre, which boosted overall attendance to 200,000 visitors annually, making the Science Centre the number-one tourist attraction in Saskatchewan.

As Director of Science and Exhibits Stephen functioned as the chief of exhibits, public programming, design and technical services. Responsibilities included:
- Directing four departments: Design, Development, Production, and Programming. (Total staff: 17).
- Developing strategies for efficient realization of exhibits and public programs.
- Procuring special displays and traveling shows, and negotiating contracts when necessary.
- Coordinating the work of technical specialists, science advisors, and other consultants.
- Representing the Science Centre as required at media, corporate, or other public events.
- Maintaining the science integrity of the Science Centre.

- Developing an exhibit philosophy.

- Overseeing the development of a corporate identity.
- Preparing an exhibit sponsorship catalogue.
- Participating in promotion and fundraising activities.
